Moustapha Mamba Guirassy is a Senegalese entrepreneur born in Dakar on February 12th, 1965 . He is the founder-CEO of IAM (Institut Africain de Management) , namely African Institute of Management, established in Dakar since 1996. There are 3000 students in IAM and the group has subsidiaries in Ouagadougou (Burkina Faso), Bamako (Mali) and Tambacounda (Senegal). Moustapha Guirassy has beeen involved in politics as a former Minister, MP and Mayor of Kédougou.

In the government formed by Souleymane Ndiaye Ndéné in February 1st, 2009 he was Minister of Communication, Telecommunications and ICT, and also spokesman of the government.

Between 2009 and 2014, he was also mayor of Kédougou, capital of the region of the same name.

He graduated in electrical engineering at the University of Chicoutimi in Canada and in business administration. He is married and a father of several children.
